Depends where you live... there's a few websites, like LulusFashionLounge.com and Modcloth.com that sell vintage clothes (just google for more).
I know American Apparel has a vintage place in Los Angeles.

Depending on where you live, there will be different places. I live in Portland, OR and there are thriftstores EVERYWHERE that sell cute vintage clothing. Look for some wherever you live (I don't just mean thriftstores like Goodwill or Value Village- there are lots of different types of thrift and vintage shops, just look around the 'trendy' parts of your town or google it or something).

I know there are a couple second-hand chains like Buffalo Exchange and Crossroads Trading Co that sell clothes like that.

they have vintage, and then they have designs (which are from up and coming designers, not from some factory!) that are very indie/ retro. alot like summers! the prices are also very affordable!

There are a bunch of online vintage stores + you can also look on ebay. Check out neetmagazine.com for some links. You can also try etsy.com's vintage section.
You can check out online stores like http://www.shopruche.com for vintage-inspired clothes.
